There are also private individuals who create legally binding contracts and arbitration agreements. Governments also regulate industries such as energy, telecomms, and water.

Law and government are both closely related. Law can be defined as the set of rules that governs and controls the behavior of people in a community. It can be applied to the laws governing crime, immigration, and consumer rights.
